At the XI Eastern Economic Forum, the Far East and Arctic Development Corporation and the digital marketing agency Mates Asia signed an agreement on the direct export of Russian Far Eastern content to China. As part of this partnership, at least five multimedia products created by the creative industries of the Far Eastern Federal District are slated for introduction to the Chinese market.

Mates Asia will spearhead negotiations with Chinese streaming services, TV channels, and film distributors. The agency is taking on the full cycle of content preparation: from professional dubbing and deep cultural adaptation to the robust legal protection of the creators’ intellectual property.
«The Chinese audiovisual content market holds enormous potential, but a successful market entry requires deep localization, a well-calibrated promotion strategy, and solid legal infrastructure. Our company brings years of experience in the Chinese market and established partnerships with the PRC’s leading distribution platforms and streaming services. Together with the Far East and Arctic Development Corporation, we will provide Far Eastern copyright holders with end-to-end support — from rights registration and localization to distribution and IP protection. The Far East and Arctic Development Corporation will keep project participants informed about active state support measures for exporting creative industries, including subsidies for the localization and promotion of cultural content. It will also assist in processing applications to obtain resident status in preferential tax regimes. Furthermore, the Corporation will provide informational and organizational support when presenting the project at international venues.

Our mission is not just to support individual projects, but to build sustainable mechanisms for commercializing intellectual property in foreign markets. China is one of the world’s most capacious and fastest-growing markets for audiovisual content. The core focus of this agreement is the creation of a macro-regional catalog of export products. We are implementing this project alongside Mates Asia and will update the existing federal export catalog.»
A key focus of this cooperation will be the development of the industry-specific digital hub, Silk Screen. The platform will enable transparent copyright management, automated reporting on views and box office receipts, and detailed data analysis to ensure the fair distribution of revenue among copyright holders.
Beyond the distribution of completed projects, the partnership is designed to attract Chinese strategic investors, investment funds, and business partners to finance the production, localization, and promotion of new audiovisual content.
